Practice Experience

Jess Millikan advises national and international insurers with respect to complex commercial property, liability and specialty-lines claims, and represents them in coverage and extra-contractual "bad faith" litigation. Besides her home state of California, she has successfully tried, arbitrated, appraised, mediated, and otherwise resolved cases in jurisdictions throughout the United States, including Alaska, Arizona, Hawaii, Kansas, Montana, New York, Oregon, Utah, Virginia, Washington, and Wisconsin. She also assists insurers in drafting policy forms and endorsements and other insurance-related documents. Her experience encompasses all lines of marine and inland marine insurance (including hull, P&I, yacht, contractor's equipment, builder's risk, and jeweler's block) as well as commercial property and liability insurance, boiler & machinery insurance and other specialty lines.

Jess is also a proctor member of the Maritime Law Association of the United States and represents transportation and logistics companies. In her transportation practice, Jess assists her clients with drafting bills of lading, warehouse receipts, service agreements, and transportation and logistics contracts. She also represents carriers, freight forwarders and other transportation-related companies in litigation. Her admiralty and maritime practice has included litigation and arbitration over vessel collisions, charter parties, pollution, salvage claims, and bodily injury and cargo damage disputes.

In addition to these specialized practice areas, over the course of her career Jess has represented parties in other types of commercial disputes and litigation. For example, she recently defended officers and directors of a corporation, and negotiated a successful resolution of complex litigation involving allegations of fraudulent distributions and unlawful dividends following the multi-million dollar sale of company assets and closure of the business.

Jess also devotes time to various insurance and legal organizations, volunteering her time and teaching. She is an active member of the Loss Executives Association and the Federation of Defense and Corporate Counsel, and has served for many years on the Steering Committee for the Biennial Marine Seminar of the San Francisco Board of Marine Underwriters. Her most recent award recognition includes Chambers USA rankings for 2011. The directory noted that she "is held in high regard by clients for first-party property coverage."
