Hilary Browning-Craig is an Of Counsel attorney in Bullivant’s Litigation group, where her practice focuses on professional liability, directors and officers litigation, employment law, and fraud claims. She brings decades of public sector experience to support clients navigating complex legal and organizational challenges.

Before joining the firm, Hilary served for more than a decade in the Office of General Counsel for a major regional utility, including as a manager of its General Law Group. In that role, she oversaw employment and contract matters, leading a team of attorneys and support staff and advising clients on a wide range of workplace issues from both a litigation and management perspective. Most recently, she served in the Office of the Assistant General Counsel for Ethics and Personnel Law at the federal level, handling high-level employment matters and working with national clients on sensitive policy issues. Her experience includes litigating before administrative bodies such as the EEOC and defending federal clients before the Ninth Circuit.

Hilary is known for her collaborative and even-keeled approach to managing matters, negotiating compromises, and navigating conflict. She is adept at building trusting relationships with clients and colleagues by offering clear, practical guidance grounded in her deep understanding of policy and operational realities.
